“一切為了工程質量安全”

                                         ——蘇州(zhou)市工程監理綜(zong)合改革印象(xiang)

 

     日前,天津市住(zhu)房和(he)(he)城鄉建設(she)委員會聯(lian)合11部門印發(fa)通知(zhi),實施“清單+告知(zhi)承(cheng)諾制”改革(ge),提出(chu)社會投資低風險項目取(qu)消強(qiang)(qiang)制監(jian)理。至此(ci),繼(ji)廣(guang)州、北京等6省市之后,天津成為了第7個發(fa)文、表示部分(fen)工(gong)程項目不(bu)再強(qiang)(qiang)制要求進行工(gong)程監(jian)理的地(di)(di)區。這被認為是(shi)各地(di)(di)推進“放管服”改革(ge)、改善和(he)(he)優化(hua)建筑市場環境的重要舉措。有分(fen)析稱,未來,“取(qu)消強(qiang)(qiang)制監(jian)理”的范(fan)圍將不(bu)斷擴大。

      然而(er),在這種形勢下,江(jiang)蘇(su)(su)(su)(su)省蘇(su)(su)(su)(su)州(zhou)市(shi)卻成了令(ling)業界(jie)矚(zhu)目的“逆行者(zhe)”。自2019年(nian)12月以來(lai),蘇(su)(su)(su)(su)州(zhou)市(shi)住房和城(cheng)鄉(xiang)建(jian)設局出(chu)臺多個文件,推動工(gong)程監(jian)(jian)理(li)綜合改(gai)革,切(qie)實(shi)強化監(jian)(jian)理(li)責任落實(shi)、完善監(jian)(jian)理(li)工(gong)作機制、規范監(jian)(jian)理(li)工(gong)作行為,取得了顯著(zhu)成效。對于“逆行者(zhe)”這個半(ban)是(shi)悲壯、半(ban)含質疑的稱呼,蘇(su)(su)(su)(su)州(zhou)市(shi)住房和城(cheng)鄉(xiang)建(jian)設局總工(gong)程師陳(chen)建(jian)忠底氣十足,他用一句話來(lai)回應——“一切(qie)為了工(gong)程質量安(an)全(quan)”。

 

“逆行者”的硬(ying)氣--探索監管新(xin)模式(shi)

 

      5月末的(de)一(yi)天(tian),一(yi)大早,在蘇(su)州科(ke)技館、工(gong)業展覽館項目部(bu),總監(jian)(jian)理(li)工(gong)程師陳明國胸(xiong)前佩(pei)戴著監(jian)(jian)理(li)記錄(lu)儀,通過管(guan)理(li)人(ren)員實名(ming)制(zhi)通道,進(jin)入施(shi)工(gong)現(xian)場,開(kai)始(shi)進(jin)行專(zhuan)項巡查(cha)。接近下班時,陳明國從實名(ming)制(zhi)通道出口出來,走到監(jian)(jian)理(li)辦公室,打開(kai)電腦,登錄(lu)“現(xian)場質量(liang)安全監(jian)(jian)理(li)監(jian)(jian)管(guan)系統”,將(jiang)巡查(cha)期間拍攝的(de)關鍵工(gong)序(xu)施(shi)工(gong)照(zhao)片(pian)和一(yi)段約3分鐘的(de)視頻上傳至系統,并寫下現(xian)場描述。

      此時,蘇州市相關部門管理人員在電腦(nao)或手機上打開系統客(ke)戶(hu)端,輸入蘇州科技館、工(gong)業展覽館項(xiang)目(mu)(mu),便能(neng)看到(dao)項(xiang)目(mu)(mu)概(gai)況以及陳(chen)明國(guo)上傳的照片和視頻,查看該項(xiang)目(mu)(mu)以往出現的問題有沒有得(de)到(dao)整(zheng)改。

      陳明國所屬蘇州建設(she)監(jian)理(li)有限(xian)公司的管理(li)人員,只要登錄(lu)系統客戶端,便能清楚了解陳明國等監(jian)理(li)人員的現場監(jian)理(li)履(lv)職服務(wu)詳(xiang)情。

      而(er)質(zhi)量與安(an)全(quan)監(jian)督(du)站(zhan)等工程質(zhi)量安(an)全(quan)監(jian)督(du)機構,通(tong)過該(gai)平(ping)臺,可以實時(shi)了(le)(le)解監(jian)理人(ren)員在(zai)項目現場的質(zhi)量安(an)全(quan)檢查(cha)記錄(lu)。如果陳明國在(zai)巡查(cha)中發現問(wen)題,并拍下照(zhao)片和(he)視頻上傳(chuan)到(dao)了(le)(le)系統,行(xing)使了(le)(le)“舉(ju)牌”權力,那么,管理人(ren)員便能清晰地看(kan)到(dao)蘇州(zhou)科(ke)技館(guan)、工業展(zhan)覽館(guan)項目在(zai)這個節點上,質(zhi)量安(an)全(quan)方面出現了(le)(le)哪(na)些問(wen)題,以便及時(shi)采取下一步措施。

      蘇州(zhou)(zhou)市建(jian)設(she)監理(li)(li)協會會長蔡(cai)東星說,該系統是蘇州(zhou)(zhou)市住房和城鄉建(jian)設(she)局推動工(gong)程(cheng)(cheng)(cheng)監理(li)(li)綜合改革的(de)重(zhong)要成果之一(yi)。自2020年(nian)3月實現(xian)工(gong)程(cheng)(cheng)(cheng)項目上線管(guan)(guan)理(li)(li)以(yi)來,工(gong)程(cheng)(cheng)(cheng)現(xian)場(chang)管(guan)(guan)理(li)(li)明顯得到(dao)全(quan)面加(jia)強。入(ru)庫的(de)會員企(qi)業(ye),可(ke)以(yi)做到(dao)工(gong)程(cheng)(cheng)(cheng)項目監理(li)(li)業(ye)務留痕,實現(xian)了(le)對(dui)建(jian)設(she)過程(cheng)(cheng)(cheng)、關鍵部位(wei)、重(zhong)點環節的(de)全(quan)覆蓋;改變了(le)傳(chuan)統監管(guan)(guan)方式(shi),提(ti)高(gao)了(le)監管(guan)(guan)效(xiao)率,加(jia)大(da)了(le)對(dui)現(xian)場(chang)施工(gong)行為(wei)的(de)震懾力;規范(fan)了(le)監理(li)(li)人員的(de)監管(guan)(guan)行為(wei),保證了(le)監理(li)(li)工(gong)作的(de)公正、透明,為(wei)行業(ye)健(jian)康有序發展作出了(le)新的(de)探索。

      據了解,該系統(tong)將(jiang)為蘇州市住房和城鄉建設(she)局、各區(qu)市質量(liang)與安全監(jian)督站(zhan)、蘇州市建設(she)監(jian)理(li)協會及(ji)160多家監(jian)理(li)會員單位提(ti)供在線(xian)平(ping)臺支持。蘇州市每年將(jiang)有一萬多個在建工程項目進入(ru)系統(tong)平(ping)臺。

 

“逆行者”的(de)膽(dan)氣——開辟(pi)監(jian)理(li)改革新天地

 

    “現(xian)場(chang)質量(liang)安全(quan)(quan)監(jian)(jian)(jian)(jian)理監(jian)(jian)(jian)(jian)管(guan)系統”是工(gong)程監(jian)(jian)(jian)(jian)理行(xing)(xing)業的(de)一大創新(xin),開(kai)創了建(jian)筑施(shi)工(gong)現(xian)場(chang)質量(liang)安全(quan)(quan)監(jian)(jian)(jian)(jian)管(guan)新(xin)模式。而這,只是蘇州市(shi)推(tui)動工(gong)程監(jian)(jian)(jian)(jian)理行(xing)(xing)業綜合改革的(de)工(gong)作之一。

     從2019年(nian)(nian)12月至今(jin),短短半年(nian)(nian)之間(jian),蘇(su)州(zhou)市(shi)(shi)住房(fang)和(he)城鄉建(jian)設局連續出臺(tai)《關于加強建(jian)筑施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)現場質量(liang)安全監(jian)(jian)(jian)理監(jian)(jian)(jian)管(guan)的若(ruo)干意見》(以(yi)下(xia)(xia)簡(jian)(jian)(jian)稱《若(ruo)干意見》)、《關于加強建(jian)筑施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)現場質量(liang)安全監(jian)(jian)(jian)理監(jian)(jian)(jian)管(guan)的若(ruo)干意見實(shi)施(shi)(shi)(shi)方(fang)案的通(tong)知(zhi)》(以(yi)下(xia)(xia)簡(jian)(jian)(jian)稱《實(shi)施(shi)(shi)(shi)方(fang)案》)、《關于組(zu)織(zhi)開(kai)展“蘇(su)州(zhou)市(shi)(shi)工(gong)(gong)(gong)(gong)程(cheng)監(jian)(jian)(jian)理綜(zong)合改革示(shi)范項(xiang)目”創(chuang)建(jian)活(huo)動(dong)的通(tong)知(zhi)》(以(yi)下(xia)(xia)簡(jian)(jian)(jian)稱《通(tong)知(zhi)》)等多個文件,并擬定(ding)(ding)《蘇(su)州(zhou)市(shi)(shi)工(gong)(gong)(gong)(gong)程(cheng)監(jian)(jian)(jian)理企(qi)業(ye)信用綜(zong)合考核(he)辦法》(以(yi)下(xia)(xia)簡(jian)(jian)(jian)稱《考核(he)辦法》),將(jiang)(jiang)監(jian)(jian)(jian)理行業(ye)市(shi)(shi)場治理和(he)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)現場監(jian)(jian)(jian)管(guan)創(chuang)新(xin)緊密結合,明確將(jiang)(jiang)工(gong)(gong)(gong)(gong)程(cheng)監(jian)(jian)(jian)理定(ding)(ding)位為政府(fu)監(jian)(jian)(jian)管(guan)機構現場監(jian)(jian)(jian)管(guan)的“輔(fu)警(jing)”,構建(jian)了工(gong)(gong)(gong)(gong)程(cheng)監(jian)(jian)(jian)管(guan)領域的“交警(jing)”和(he)“輔(fu)警(jing)”新(xin)理念,可(ke)謂(wei)開(kai)近年(nian)(nian)來(lai)全國工(gong)(gong)(gong)(gong)程(cheng)監(jian)(jian)(jian)理行業(ye)改革之先河。

      而更值得注(zhu)意(yi)的是,蘇州(zhou)市的改革(ge)(ge),是在“取消(xiao)強制監(jian)理(li)”呼聲(sheng)日益高漲、工程監(jian)理(li)行(xing)(xing)業逐漸(jian)“式微”的大環境(jing)下推出的。因此,其改革(ge)(ge)舉(ju)措甫一(yi)面世(shi),便受(shou)到(dao)了業內外的廣泛關注(zhu)。有(you)人稱蘇州(zhou)的改革(ge)(ge)是一(yi)項(xiang)“壯(zhuang)舉(ju)”,也(ye)有(you)人將蘇州(zhou)視為(wei)改革(ge)(ge)的“逆行(xing)(xing)者”。

     對于外界的評價,陳建忠(zhong)不以為意。他(ta)表示(shi),蘇(su)州市住房(fang)和(he)城鄉(xiang)建設局(ju)推動的改革,目的是(shi)為工(gong)程(cheng)監理(li)行(xing)業發展去(qu)疴除(chu)弊,核心仍是(shi)為了保障工(gong)程(cheng)建設的質量和(he)安全,與全行(xing)業的總體改革方向(xiang)是(shi)一致的。

     陳(chen)(chen)建(jian)(jian)忠分析稱,蘇(su)(su)州市(shi)是(shi)江蘇(su)(su)省(sheng)建(jian)(jian)筑(zhu)大(da)市(shi),2019年(nian),蘇(su)(su)州市(shi)在(zai)建(jian)(jian)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)面(mian)積達1.34億平(ping)方米,建(jian)(jian)筑(zhu)市(shi)場總產(chan)值約8000億元,多年(nian)高居江蘇(su)(su)省(sheng)各轄市(shi)首位(wei)。但(dan)是(shi),蘇(su)(su)州工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)安全監(jian)(jian)(jian)(jian)督機構所(suo)有(you)人(ren)員(yuan)加在(zai)一起,只有(you)361人(ren)。如果取消工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li),這意味著,蘇(su)(su)州安監(jian)(jian)(jian)(jian)人(ren)員(yuan)人(ren)均監(jian)(jian)(jian)(jian)督面(mian)積要在(zai)100萬(wan)(wan)平(ping)方米以(yi)上,遠(yuan)遠(yuan)高于目(mu)前工(gong)(gong)作中的(de)(de)實際(ji)狀況。監(jian)(jian)(jian)(jian)管力(li)(li)量(liang)(liang)(liang)跟不(bu)(bu)上,工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)(liang)安全隱患必(bi)然會大(da)大(da)增(zeng)加,充分利用工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)的(de)(de)現(xian)場監(jian)(jian)(jian)(jian)管是(shi)必(bi)然之選。目(mu)前,蘇(su)(su)州市(shi)151家工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)企(qi)(qi)業、1.6萬(wan)(wan)余名(ming)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)人(ren)員(yuan)是(shi)不(bu)(bu)可或缺的(de)(de)現(xian)場監(jian)(jian)(jian)(jian)管力(li)(li)量(liang)(liang)(liang)。而對(dui)于工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)企(qi)(qi)業向全過程(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢轉型的(de)(de)建(jian)(jian)議,陳(chen)(chen)建(jian)(jian)忠說,全過程(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢相(xiang)關技術(shu)服(fu)(fu)務(wu)標準、合(he)同示范文(wen)本尚在(zai)起草編制(zhi)中,未來發展之路(lu)尚未確定,況且其對(dui)包括(kuo)技術(shu)、人(ren)員(yuan)素質(zhi)在(zai)內的(de)(de)企(qi)(qi)業綜合(he)實力(li)(li)要求非常(chang)高,很多工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)企(qi)(qi)業想轉型,卻面(mian)臨(lin)著“有(you)心無力(li)(li)”或者“有(you)意乏術(shu)”的(de)(de)狀況。同時(shi),陳(chen)(chen)建(jian)(jian)忠強(qiang)調(diao),全過程(cheng)(cheng)(cheng)(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)咨(zi)詢不(bu)(bu)同于工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)監(jian)(jian)(jian)(jian)理(li)的(de)(de)“強(qiang)制(zhi)性”,更多地傾向于“服(fu)(fu)務(wu)”,而不(bu)(bu)是(shi)對(dui)工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)建(jian)(jian)設(she)過程(cheng)(cheng)(cheng)(cheng)(cheng)的(de)(de)“監(jian)(jian)(jian)(jian)管”,并(bing)不(bu)(bu)能(neng)取代監(jian)(jian)(jian)(jian)理(li)的(de)(de)工(gong)(gong)作。這是(shi)改革的(de)(de)立足點。

     另(ling)外,通過深(shen)入調研,陳(chen)建忠認為,工程監(jian)理(li)行(xing)(xing)業(ye)(ye)存在的亂象(xiang),根源在于:一是定(ding)位“迷茫”,“權(quan)、責、利”不對(dui)等,導致(zhi)監(jian)理(li)單位權(quan)力不斷喪失,監(jian)理(li)費越(yue)來越(yue)少、責任越(yue)來越(yue)多,在建設單位和(he)(he)施工單位之間的夾縫(feng)中(zhong)求生存。二是行(xing)(xing)業(ye)(ye)取費不規范(fan),惡(e)性(xing)低(di)價競爭(zheng),導致(zhi)企業(ye)(ye)經營效益(yi)差(cha)、員(yuan)工收入低(di),監(jian)理(li)隊(dui)伍綜合素(su)質和(he)(he)競爭(zheng)實力下(xia)降,降低(di)和(he)(he)犧(xi)牲了監(jian)理(li)服務質量(liang),敗壞(huai)了監(jian)理(li)行(xing)(xing)業(ye)(ye)的名聲。三是人(ren)才流失嚴(yan)重,行(xing)(xing)業(ye)(ye)人(ren)士失去了發(fa)展(zhan)信(xin)心。這是改革的切入點。

     可(ke)見,蘇(su)(su)州(zhou)(zhou)市(shi)的(de)改革,看似橫空(kong)出世,實際上(shang)是在充分調研的(de)基礎上(shang),基于建筑業(ye)發(fa)展實際和工程監理(li)行業(ye)發(fa)展現狀,有針(zhen)對(dui)性提出的(de)創新舉(ju)措(cuo)。近日,江(jiang)蘇(su)(su)省(sheng)正式(shi)批準(zhun)了蘇(su)(su)州(zhou)(zhou)市(shi)“工程監理(li)改革試點(dian)城市(shi)”申請,在對(dui)蘇(su)(su)州(zhou)(zhou)市(shi)做法(fa)給予鼓勵(li)的(de)同(tong)時,又(you)給了該市(shi)更(geng)多(duo)探索的(de)權力。可(ke)以(yi)預見的(de)是,未來,蘇(su)(su)州(zhou)(zhou)“逆行者(zhe)”的(de)步伐,將邁得(de)更(geng)大。

 

“逆行者”的底氣——出臺閉合循(xun)環(huan)改革舉措

 

     蘇州市(shi)推(tui)動(dong)工程監理綜合改革之舉,獲得了當(dang)地企業的一致稱贊,認(ren)為蘇州市(shi)住(zhu)房和城(cheng)鄉(xiang)建設局出臺的文件,指導思想明(ming)確(que)、改革方向清(qing)晰(xi)、落實辦法具體,更有長效(xiao)機(ji)制,形成了“閉(bi)合管(guan)理”,讓企業看到了政府改革的決心、給了企業發展(zhan)的信心。

     仔細研(yan)討改(gai)革(ge)文(wen)件可(ke)以發現(xian),《若(ruo)干意見》是改(gai)革(ge)總綱(gang)領,《實施方案》是改(gai)革(ge)的具體舉措,《通知》是改(gai)革(ge)的重要抓手,而《考核辦法》旨在建立長效機制,保(bao)證改(gai)革(ge)的生命(ming)力。

    《若干意(yi)見》的(de)內容(rong):一是(shi)(shi)強(qiang)化參建各(ge)方主體責任(ren),讓(rang)監(jian)(jian)(jian)理(li)企業“權(quan)責”對(dui)等。二(er)是(shi)(shi)加(jia)強(qiang)監(jian)(jian)(jian)理(li)合(he)同(tong)動態監(jian)(jian)(jian)管(guan)(guan),規范監(jian)(jian)(jian)理(li)收費,明確監(jian)(jian)(jian)理(li)企業職(zhi)責權(quan)限(xian)。三是(shi)(shi)嚴格落(luo)實(shi)項目現(xian)場管(guan)(guan)理(li)人員(yuan)實(shi)名制監(jian)(jian)(jian)管(guan)(guan),規范監(jian)(jian)(jian)理(li)人員(yuan)的(de)行為(wei),保(bao)證(zheng)監(jian)(jian)(jian)理(li)工作的(de)公正(zheng)、透(tou)明。四是(shi)(shi)加(jia)強(qiang)監(jian)(jian)(jian)理(li)企業市場信用管(guan)(guan)理(li),提(ti)出將考評(ping)結(jie)果作為(wei)監(jian)(jian)(jian)理(li)資質延續升級的(de)主要依據。五是(shi)(shi)加(jia)強(qiang)工程(cheng)(cheng)節點監(jian)(jian)(jian)理(li)現(xian)場記錄(lu)管(guan)(guan)理(li),使監(jian)(jian)(jian)管(guan)(guan)過程(cheng)(cheng)留痕(hen)。六是(shi)(shi)加(jia)強(qiang)施工現(xian)場安全(quan)文(wen)明措施履約監(jian)(jian)(jian)管(guan)(guan)。
